Beginning August 1, 2026, Colorado SB25-003 will require buyers to complete a state-approved process before purchasing, transferring, or receiving certain semi-automatic firearms. Regulated firearms generally include semi-automatic rifles or shotguns with detachable magazines and gas-operated semi-automatic handguns with detachable magazines.

1. Does this new process apply to every firearm purchase?
No. Beginning August 1, 2026, the new requirements apply when purchasing or transferring a “Specified Semi-automatic Firearm.” This generally includes semi-automatic rifles or shotguns with detachable magazines and certain gas-operated semi-automatic handguns. It does not change the process for every firearm, and it does not require you to complete the process simply to keep a firearm you already own. Because the state’s firearm list may change, check with your local gun store when you are unsure whether a specific model is affected.
2. What is the first step?
Start by creating an account in the Colorado Firearms Safety System and completing the online application. Your application will then be sent electronically to your county sheriff’s office. Include your hunter education information when applying if you have previously completed a qualifying course.
3. What do I need to provide to the sheriff?
Your county sheriff will require a government-issued photo ID and the results of a name-based background check before processing your application. You will also pay the $52 Colorado Parks and Wildlife fee, plus any additional processing fee charged by your sheriff’s office. Requirements and submission procedures may vary by county, so contact your sheriff before applying.
4. Do I need the 4-hour or 12-hour course?
Applicants with hunter education credentials (from any state) verified by Colorado Parks and Wildlife generally qualify for the 4-hour Basic Firearms Safety Course. Applicants without verified hunter education must complete the 12-hour Extended Firearms Safety Course, which is held across at least two different days. Previous concealed handgun permit training and other firearms courses do not replace these requirements.
5. What happens after I complete the course?
You must pass the required exam and hands-on practical assessment with a score of at least 90%. Your verified instructor will record your completion in the Firearms Safety System. You will then have five years to purchase or receive a regulated firearm, and the firearm dealer will verify your eligibility through the state system before completing the transaction.
